Schedule for Changes

The feature changes described below will take effect according to the following schedule:

EU Sandbox Auto Account Creation
-----------------------------------------------------
Merchants from the UK, Germany, France, the Netherlands, Italy and Spain will be able to acquire API credentials automatically through an auto account creation process and test APIs in the PayPal Preview Sandbox.


Account Setup
-----------------------------------------------------
The Account Setup mini portal will be available for new and existing business accounts in the United States, Canada, United Kingdom, France, Italy and Spain. It will provide merchants with a customized experience for configuring PayPal products. The page will be accessible from the Account Overview page and the Profile page, and will be dynamically configured based on information such as the merchant's intent to use a particular product.


Subscriptions -- Recurring Payments Migration
-----------------------------------------------------
The backend infrastructure for Website Payments Standard Subscription will be enhanced. All new subscriptions will have the same look-and-feel, but will use the new backend. All pre-existing subscriptions will continue to function as they have in the past.


Account Reserves
-----------------------------------------------------
With this release, merchants will be able to see the details of their reserve amounts and how long the reserves will be held. Merchants will receive email notifications when their reserves are updated or removed.

Data fields added to Australia business sign-up flow
-----------------------------------------------------
Additional data fields have been added to the Australia business sign-up flow to comply with anti-money laundering laws. Businesses signing up for new accounts, those upgrading from personal/premier to a business account and those making administration changes to see or edit new business data will be required to enter additional information, such as their business type and Australian business number.


Bill Me Later checkout integration
-----------------------------------------------------
Users will now see Bill Me Later offers for select transactions in the PayPal Express checkout flow and have the opportunity to apply. There will be no changes for merchants in terms of funding, fees, disputes or chargebacks.


Changes to the layout of Express Checkout and Website Payments Standard emails
-----------------------------------------------------
Changes to the layout of the following emails have been made to match the layout changes already made to Top Buyer emails.
- Buyer Refund
- Merchant Authorization
- Buyer Sale
- Merchant Sale

No content has been changed, and no emails have been removed.


Using the Green Dot MoneyPak card to update PayPal balances
-----------------------------------------------------
Green Dot is a company that offers prepaid credit cards, which can be re-loaded through the purchase of a MoneyPak card from a retailer. PayPal users will now be able to update their PayPal balances using MoneyPak cash cards. From PayPal, users can click on the Add Funds from MoneyPak link to update their PayPal balances. From the Green Dot website, users will be redirected to the PayPal site to add funds to their PayPal account using a MoneyPak card.


New boarding flows for US businesses and non-profits
-----------------------------------------------------
New boarding flows have been introduced for new US business accounts. With this release, 10 percent of US business accounts will be boarded onto Merchant Manager rather than Website Payments Standard. In addition, new non-profit boarding flows will be introduced for non-profit accounts.


New API response for approved Maestro transactions for UK merchants without 3-D Secure integration
-----------------------------------------------------
The 3-D secure process (the technology behind MasterCard SecureCode and Verified by Visa) has been added as an option for UK pro merchants. After January 1, 2010, MasterCard will only accept Maestro transactions via the 3-D Secure process. If a customerâ s card is enrolled with 3-D Secure, during the payment flow they will be prompted by their card issuer to enter a password to verify that the transaction is authorized by the card owner before completion. This extra layer of protection is a being added to UK Website Payments Pro (Direct Credit Card Payments) to further protect our merchantsâ businesses from the risk of chargebacks.

With this release, PayPal has changed the API response for approved Maestro transactions for UK pro merchants without 3-D Secure integration. The response for these merchants has changed from: ack=Success to ack=SuccessWithWarning. Merchants should treat a SuccessWithWarning as a normal approved sale.

Displaying a customer's phone number on billing page
----------------------------------------------------
If you pass the customer's phone number in the address structure of the SetExpressCheckout call, the phone number will now be used to pre-populate the phone number field on the billing page.

Creating a single billing agreement for a customer
--------------------------------------------------
If you are authorized to use reference transactions, you can set up a single billing agreement for a customer, rather than setting up multiple billing agreements for the customer. To do this, change the BillingType field in the SetExpressCheckout call to MerchantInitiatedBillingSingleAgreement from MerchantInitiatedBilling.

Shipping and tax calculator for PayPal shopping cart
----------------------------------------------------
The PayPal shopping cart now includes a shipping and tax calculator.

IPN Changes and Logging and Monitoring Extensions
-------------------------------------------------
Improvements to the IPN message service include improved logging and monitoring capabilities. There is now an IPN History page from which you can view the status of IPN messages and, if necessary, resend messages. This page is on the History tab, which is accessible from the My Account tab.

Button Manager
--------------
This feature allows you to create, edit, and delete Website Payment Standard (WPS) buttons, such as Buy Now, Donations, Subscriptions, Add to Cart, and Gift Certificates, via the new Button Manager API. For example, a third-party, channel, or hosting provider could use this API to programmatically create PayPal buttons for their merchants. Express Checkout Accelerated Boarding
------------------------------------
This feature allows PayPalâ s channel partners, particularly shopping carts, to auto-provision Express Checkout to their merchants without the active consent of the merchant. Specifically,
- a partner only needs the merchantâ s email address to act on the merchantâ s
behalf
- the merchant is not required to have a PayPal account
- the buyer experience is the same whether or not the merchant has a PayPal
account

IPN Changes
-------------------------------------------------
Improvements to the IPN message service. Introducing IPN History page from which you can view the status of IPN messages and, if necessary, resend messages. This page is on the History tab, which is accessible from the My Account tab. In addition, a new IPN Guide is now available at https://cms.paypal.com/cms_content/US/en_US/files/developer/IPNGuide.pdf. It supersedes IPN information in the Order Management Guide.
