I use Payment Pro. My shop is in the U.S. and I have a customer in Japan trying to make a purchase. My store is configured to recognize that Japan has no states. When the customer tries to submit her order and it connects to Paypal and this is the error:

Reason: Declined Error: There's an error with this transaction. Please enter your state in the shipping address. (Code: 10729, Severity: )

I'm at a loss. My site developer says this is a Paypal issue. I called Paypal and they don't have a solution either.

Anyone have a solution?
