The general rule of thumb is that Paypal will aim for acceptance where the banking system will work with them. The fact that Russia occipies half your country right now has probably hampered efforts to gain acceptance (being invaded by a superpower tends to wreak havoc with banks). You're not alone, tho. Many countries (some not in turmoil) still do not have access to Paypal.
